On June 8, the Guangzhou AI Empowerment Center and Model Launch Event, along with the HarmonyOS Health Ecosystem Collaboration Initiative under the theme "Integrating Medical Intelligence to Shape the Future," was held at the Yuexiu International Conference Center. Organized by the Guangzhou Municipal Health Commission and hosted by Guangzhou Digital Technology Group, the event attracted over 300 participants including representatives from the Guangzhou municipal government and relevant functional departments, health authorities at all levels, healthcare institutions in the region, as well as biopharmaceutical and information technology enterprises.

At the event, a series of groundbreaking achievements—including the AI Empowerment Center, vertical-specific specialized model matrices, demand transformation lists, and collaborative development of the HarmonyOS ecosystem—were officially launched. This marks Guangzhou's digital and intelligent transformation in healthcare entering a new phase characterized by scale, systematization, and ecological integration, laying a solid foundation for establishing a leading hub for AI innovation in medical health applications.
1.Guangzhou takes the lead in establishing itself as the "Capital of Vertical Models," securing a leading position in AI-powered healthcare innovation.
In recent years, Guangzhou has comprehensively implemented the national artificial intelligence development strategy, integrating AI into the city's key layout of the "12218" modern industrial system and explicitly proposing the goal of establishing itself as a "capital of vertical-specific models." The city has consistently strengthened top-level design, refined policy frameworks, established innovation platforms, and pooled industrial resources to fully leverage AI across various sectors. The healthcare sector in Guangzhou, positioned both for public welfare and industrial advancement, has taken proactive initiatives and served as a model by continuously advancing innovative applications of AI in clinical diagnosis and treatment assistance, public health prevention and control, smart health management, enhancement of primary healthcare services, and industrial technology commercialization. The integrated development of "AI + Healthcare" in the city has yielded significant and substantial outcomes.
2.Launch of City-Level AI Empowerment Center: Addressing Resource Fragmentation Challenges
This event marks the significant launch of a city-level core AI support platform for healthcare, outlining a development roadmap for the next three years and precisely unleashing a vast array of high-quality application scenarios and supply-demand resources. The event officially inaugurated the Guangzhou Health AI Empowerment Center—the Suiyi Zhiqing Platform—as a unified city-wide AI support platform, addressing previous challenges in medical institutions such as fragmented procurement of computing power, redundant model development, and inefficient technology commercialization. The platform enables rapid deployment of various medical models and intelligent agents, coordinates the allocation of computing power, data, and technical resources, and facilitates "zero-barrier" access to AI capabilities for healthcare institutions at all levels, particularly primary healthcare facilities, thereby enhancing service quality, efficiency, and equitable development in the healthcare sector. The launch of the Suiyi Zhiqing Platform signifies that Guangzhou's health sector has entered a new phase characterized by "comprehensive sharing and collaborative innovation."
3.Outlining the "Ten-Hundred-Thousand" blueprint: The first batch of application scenarios are being rolled out in bulk
To systematically and sustainably advance the innovation, iteration, and large-scale deployment of medical AI, the Guangzhou Municipal Health Commission has formulated a three-year development blueprint titled "Ten-Hundred-Thousand" for medical AI applications, focusing on ten key healthcare sectors, developing over 100 specialized medical health models, and demonstrating more than 1,000 intelligent healthcare application scenarios. This is not merely a vision statement but a detailed roadmap with clear timelines and actionable tasks. The event unveiled the first batch of 514 application scenarios spanning medical services, hospital operations, and health management, including 116 high-quality specialized models. It also released a list of 242 AI application requirements in healthcare and a list of 94 technology commercialization outcomes, highlighting Guangzhou's pioneering advantages in medical AI model development and scenario validation, as well as its mature capabilities for industry-wide application. Through this innovative approach of "one list and two catalogs," Guangzhou aims to establish a development mechanism and supply-demand alignment system characterized by demand-driven initiatives, technological support, practical implementation, and an industrial closed-loop ecosystem, achieving precise and efficient integration of industry, academia, research, and clinical practice. This significantly enhances the efficiency of medical AI innovation implementation and ensures that models are effectively deployed at the frontline of diagnosis and treatment.

4.Two major ecological projects were signed simultaneously, aiming to establish a joint alliance between Hongmeng Health and the relevant industry sector.
Focusing on long-term empowerment and ecosystem integration, this event implemented two major joint ecosystem development projects to comprehensively enhance Guangzhou's AI-driven healthcare industry ecosystem. On one hand, the Guangzhou Municipal Health Commission collaborated with Huawei to officially launch the HarmonyOS Health Ecosystem Initiative. Leveraging HarmonyOS's core technological advantages in comprehensive connectivity and intelligent collaboration, both parties focused on key scenarios such as health management, smart hospitals, traditional Chinese medicine, home-based wellness, and the healthcare industry, aiming to deeply integrate the HarmonyOS ecosystem with the healthcare sector. This effort seeks to establish a modern, intelligent healthcare ecosystem characterized by seamless connectivity across all domains, coordinated processes throughout the entire value chain, and universal accessibility for all citizens. It also promotes interoperability and intelligent upgrades of various health devices, medical equipment, and diagnostic services, ensuring that healthcare services reach residents proactively and empowering high-quality development of Healthy Guangzhou through ecosystem synergy. On the other hand, Guangzhou Shukang Company, leveraging the National Artificial Intelligence Application Pilot Base (Medical Sector), partnered with regional technology transfer centers from universities nationwide, research hospital alliances, Guangzhou Laboratories, Ant Health, KingMed Diagnostics, and other organizations to hold the signing ceremony for the establishment of the Medical Health AI Industry Alliance. The alliance will deepen collaborative innovation among industry, academia, research institutions, and users, facilitate the integration of technologies, data, application scenarios, and capital resources, continuously expand Guangzhou's AI-driven healthcare industry cluster, and foster a new industrial development paradigm marked by openness, sharing, and mutual benefit.

The concentrated implementation of this series of major achievements represents a landmark initiative by Guangzhou in advancing the integration of artificial intelligence with life sciences and health, aiming to develop practical, specialized, and precise healthcare-specific models. Moving forward, Guangzhou will continue to focus on digital and intelligent development as its core strategy, steadily strengthen the foundation of AI computing platforms, iteratively optimize healthcare-specific models, expand and upgrade demonstration application scenarios, and enhance the industrial ecosystem. Through digital technology innovation, the city will continuously empower the high-quality development of healthcare services and the biopharmaceutical industry, striving to establish itself as a leading hub for medical and health AI innovation not only in the Guangdong-Hong Kong-Macao Greater Bay Area but also nationwide.
