The key work priorities in the health sector mentioned in this year’s Government Work Report are as follows:

We will further implement special campaigns to boost consumption.We will remove unreasonable restrictions in the consumption sector and unlock consumption potential in culture, tourism, sports events, health and elderly care, and other fields.

We will foster and strengthen emerging industries and future industries.We will carry out industrial innovation projects, encourage central state-owned enterprises to take the lead in opening up application scenarios, and build emerging pillar industries such as integrated circuits, aerospace, biomedicine, and low-altitude economy. We will establish a mechanism for investment growth and risk sharing for future industries, and cultivate and develop future industries including future energy, quantum technology, embodied intelligence, brain-computer interface, 6G and others.

We will actively expand opening-up in an independent way.Focusing on the service sector, we will expand market access and opening-up areas, further expand pilot opening-up in value-added telecommunications, biotechnology, wholly foreign-owned hospitals and other fields, expand orderly opening-up in the digital sector, and shorten the negative list for cross-border trade in services.

We will promote equity and quality improvement in education.We will strengthen physical education, aesthetic education, labor education and mental health education, improve the mechanism of coordinated education among schools, families and society, and promote the physical and mental health and all-round development of students.

We will strengthen basic medical and health services.We will implement the strategy of giving priority to health, improve the policy and institutional system for health promotion, enhance the effectiveness of the patriotic health campaign, and strengthen public health capacity.

We will improve the mechanism for the coordinated development and governance of medical care, medical insurance and pharmaceuticals, deepen the reform of public hospitals oriented toward public welfare, and strengthen operational support for county, district and primary-level medical institutions.

We will strengthen the development of weak specialties, and comprehensively improve emergency first aid, blood supply and emergency response capabilities.

We will optimize the functional positioning and layout of medical institutions, strengthen the connection of drug use at the primary level, improve the contracted services of family doctors, and promote hierarchical diagnosis and treatment.

We will advance the inheritance and innovation of traditional Chinese medicine and promote the integration of traditional Chinese and Western medicine.

The per capita government subsidy for resident medical insurance will be increased by 24 yuan.

We will improve the multi-level medical security system, steadily advance the provincial-level overall planning of basic medical insurance, optimize centralized medicine procurement and price governance, deepen the reform of medical insurance payment methods, and improve policies on the use of surplus funds.

We will resolutely crack down on fraud and insurance fraud.

We will accelerate the development of commercial health insurance, promote the high-quality development of innovative drugs and medical devices, and better meet the diverse medical and drug needs of the people.

We will strengthen social security and services.

The minimum monthly basic pension for urban and rural residents will be increased by another 20 yuan.

We will improve and implement the national overall planning system for basic endowment insurance, expand coverage of unemployment and work-related injury insurance, steadily and orderly expand the pilot program for occupational injury protection, and improve policies for the transfer and continuation of social security relations.

We will thoroughly implement the national strategy of actively responding to population aging, expand the supply of inclusive elderly care services, actively develop rural elderly care services, and implement consumption subsidy programs for elderly care services for moderately and severely disabled elderly people.

We will actively develop the human resources of the elderly, formulate measures to promote the high-quality development of the silver economy, and improve supporting policies for elderly products, elderly care finance, and residential elderly care.

We will implement the project for expanding and upgrading rehabilitation and nursing services.

We will implement the long-term care insurance system.

We will provide care and support for groups in difficulty such as empty-nesters, disabled and demented elderly people.

We will advocate positive views on marriage and childbearing. We will strengthen housing support for first-marriage and first-child families, and support the improved housing needs of families with multiple children.

We will improve the maternity insurance system and maternity leave system.

We will further carry out demonstration pilot projects for childcare service subsidies, and develop inclusive childcare and integrated childcare and preschool education services.

We will strengthen disability prevention, rehabilitation and care services, and promote the integrated use of elderly care and disability support resources.

We will provide care services for children in difficulty and protect the legitimate rights and interests of women and children.

We will strengthen services and support for military personnel, their families, veterans and other entitled groups.

We will establish and improve the basic funeral and interment service system.

We will provide social assistance by category and at different levels to firmly hold the bottom line of people’s livelihood.
