In 2024, the health system of Guangzhou will focus on urban development and the health needs of the people, continuously improve the accessibility and balance of health services, and promote high-quality development of the health industry.

Focus on balanced expansion and create a new pattern of high-quality services. Guided by the national public hospital reform and high-quality development demonstration project, we will build a benchmark for the demonstration system of digestion, spirit, women and children, infectious diseases, and traditional Chinese medicine acupuncture and moxibustion. 132 primary healthcare institutions have reached the national recommended standards for "high-quality service at the grassroots level", with a year-on-year increase of over 20% in the volume of primary diagnosis and treatment. Implement the three-year action plan for high-level characteristic hospitals, and complete the construction and use of projects such as the Huangpu campus of the 12th People's Hospital of the city. Passed the provincial evaluation of the national grassroots traditional Chinese medicine work demonstration city with excellent results.

Focus on convenience and benefit for the people, and deliver new answers to practical issues related to people's livelihood. Comprehensively deepening mutual recognition of inspection and testing results, saving over 470 million yuan in medical expenses throughout the year. Successfully applied for the 2024 National Inclusive Childcare Service Demonstration Project, with a total of 5.51 childcare places per thousand population. Promote the improvement and expansion of the quality and coverage of newborn disease screening projects for people's livelihood, and launch an online family doctor signing service platform. The close integration of town and village management and the coverage of "one yuan medical treatment" village health station institutions have reached 88.21% and 100%, respectively.

Focus on technology leadership and enhance the new efficiency of the service system. We have launched ten measures to support the high-quality development of innovative drugs and equipment, and promoted the transformation of 97 intellectual property projects throughout the year. 11 designated medical institutions for the "Hong Kong Macau Medical Device Connect" have been added, 92 Hong Kong style family doctor clinics have been built, and nearly 800 Hong Kong style family doctors have been trained.

Looking ahead to 2025, Guangzhou will highlight reform empowerment, seize opportunities, and complete the goals and tasks of the 14th Five Year Plan with high quality, providing strong support for achieving a good start to the 15th Five Year Plan.

Deepen the reform of the medical and health system, promote the experience of Sanming medical reform, carry out pilot reforms of general medical services, and explore the use of emerging digital technologies to promote the inheritance, innovation, and development of traditional Chinese medicine.

Promote regional balanced development, tilt resources towards the grassroots, launch the "Pediatric and Mental Health Service Year" campaign, and explore the classification management of closely integrated urban medical groups.

Continuously promote the construction of national and regional medical centers, and implement a new round of construction of high-level characteristic hospitals under the commission.

Establish a sound public health system, accelerate the construction of the city's disease control center into a provincial-level regional public health center, promote the construction of the "1+4+N" laboratory testing system, and implement a three-year action plan to enhance grassroots disease control capabilities.

Deepen the construction of population development support and service system, and continue to promote the construction of national demonstration cities for infant and child care services and national demonstration projects for the development of inclusive childcare services.
