Data shows that by 2025, the central government will allocate a budget of 2.796 billion yuan in subsidies for the improvement of medical services and security capabilities.

The Notice points out that the subsidy funds issued this time will mainly be used to support the demonstration projects of the central government's support for the reform and high-quality development of public hospitals in 2024. Each demonstration city will receive a subsidy of 100 million yuan, totaling 2 billion yuan in subsidy funds.

Specifically, it includes 20 cities including Baoding, Datong, Dalian, Baishan, Harbin, Suzhou, Quzhou, Huainan, Longyan, Jinan, Zhengzhou, Shiyan, Loudi, Huizhou, Dazhou, Chuxiong Yi Autonomous Prefecture, Changdu City, Jiuquan City, Xining City, as well as Shihezi City of the Eighth Division. 

The Notice points out that this fund is included in the direct fund management, and the direct fund identification runs through the fund allocation, disbursement, use and other links, and remains unchanged. Within 21 days after receiving this indicator document, each province shall propose a plan for the direct allocation of funds to the grassroots level in cities and counties, and submit it to the Ministry of Finance for filing. After the Ministry of Finance approves it, it will be issued to cities and counties

According to the Notice on Organizing the Application for the Demonstration Project of Central Financial Support for the Reform and High quality Development of Public Hospitals in 2023, the demonstration projects for the reform and high-quality development of public hospitals mainly focus on three aspects: improving the diagnosis and treatment capabilities of municipal and county-level public hospitals, strengthening the construction of smart hospitals, and controlling the unreasonable growth of medical expenses.
