In order to implement the requirements of the "Notice on Carrying out Theme Activities to Improve Medical Experience and Enhance Patient Experience", the National Health Commission and the National Administration of Traditional Chinese Medicine have recently organized the development and release of the "Operation Manual for Improving Medical Experience and Enhancing Patient Experience Evaluation (2023 Edition)".

Purpose of the Operation Manual

In order to conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, adhere to the development concept of putting the people at the center, further improve patients' medical experience, enhance their medical experience, and meet the diverse and multi-level medical service needs of the people, the National Health Commission and the National Administration of Traditional Chinese Medicine have organized the preparation of the "Operation Manual for Improving Medical Experience and Enhancing Patient Experience Evaluation (2023 Edition)" (hereinafter referred to as the "Operation Manual").

The evaluation object is mainly Level 2 and Level 3 hospitals registered and practicing by the health administrative departments of each province (district, city) in accordance with the law (other medical institutions at or above Level 2 shall refer to the implementation). The National Health Commission and other departments, industry affiliated or managed tertiary hospitals, as well as university affiliated tertiary hospitals, all participate in territorial assessments.

We will strive to use three years to put "patient-centered" throughout all aspects of medical services, improve the comfort, intelligence and digital level of medical services as a whole, and promote the formation of a more scientific process, more continuous model, more efficient service, more comfortable environment, and more considerate Chinese path to modernization modern medical service model, so that the people's sense of medical access, happiness, and security will be further enhanced.

Classification of smart hospital construction

The 25th point in the Operation Manual mentions the classification of smart hospital construction. Evaluate the level of hospital intelligent construction (including smart healthcare, smart services, and smart management).

Smart healthcare: The application level of hospital information systems with electronic medical records as the core represents the construction level of smart healthcare. Evaluate the application level of electronic medical records and related clinical systems in medical institutions from three dimensions: system function implementation, effective application scope, and data quality.

Smart services: Evaluate the level of hospital smart services from five dimensions: pre diagnosis services, in diagnosis services, post diagnosis services, full process services, and basic and safety.

Smart management: Evaluate the level of hospital smart services from 10 dimensions: medical care management, human resource management, financial asset management, equipment and facility management, drug consumption management, operation management, operation guarantee management, teaching and research management, office management, and basic and safety.

The informationization construction of hospitals with electronic medical records as the core is one of the important contents of deepening medical reform. By evaluating the actual role and effectiveness of electronic medical record applications in various aspects of hospital management, we comprehensively evaluate the level of electronic medical record system applications achieved by various medical institutions at present. The Opinions of the General Office of the State Council on Promoting the High Quality Development of Public Hospitals (Guo Ban Fa [2021] No. 18) require strengthening the role of information technology support, promoting the construction of smart hospitals and hospital information standardization that integrate electronic medical records, smart services, and smart management. The Notice on Issuing the Action for Promoting the High Quality Development of Public Hospitals (2021-2025) (Guo Wei Yi Fa [2021] No. 27) requires that informatization be a priority area for hospital infrastructure construction.

Smart healthcare: evaluated according to the functional level grading standards of electronic medical records application by the National Health Commission. Specific calculation method: The number of basic and optional items that meet the requirements of each level, and the effective application range of basic items exceeds 80%, and the data quality index exceeds 0.5; The effective application range of the selected item exceeds 50%, and the data quality index exceeds 0.5. Meeting both the above requirements and all the requirements of the preceding level is considered to achieve this level.

Smart services: Evaluate the functions of hospital informatization in providing smart services to patients and the effects felt by patients, divided into levels 0 to 5.

Smart management: Based on the core content of hospital management, the evaluation is conducted from two aspects: the function and effectiveness of smart management, and the evaluation results are divided into levels 0 to 5.

Summary

Strengthen the construction of hospital informatization and establish a smart hospital system that integrates medical care, service, and management. With the construction of "smart services" as the starting point, further improve the patient's medical experience; Taking "electronic medical records" as the core, further consolidating the informationization foundation of smart healthcare; Using the construction of "smart management" as a means to further enhance the refinement level of hospital management.
