On March 29th, at the opening ceremony of the first Guangdong Hong Kong Macao Greater Bay Area Future Health Industry Conference, the Guangzhou Municipal Bureau of Industry and Information Technology officially awarded the four major biopharmaceutical value parks in Guangzhou and released the country's first biopharmaceutical industry map (hereinafter referred to as the "Industry Map"), promoting the two-way matching between enterprises and industrial parks.


The reporter learned on site that Guangzhou focuses on the transformation of achievements and production manufacturing, building four core carriers of biomedicine in Huangpu, Nansha, Yuexiu, and Liwan, and constructing a full chain development path of "selecting tracks+building parks+attracting projects+matching elements", striving to build a biopharmaceutical industry cluster with a scale of 400 billion yuan by 2030. This action marks a new stage of systematic and differentiated collaborative development in the spatial layout of the biopharmaceutical industry in Guangzhou.


Four chain integration breaks the bottleneck of single point development in traditional parks


The official awarding of the four major biopharmaceutical value parks in Guangzhou marks the transition of the biopharmaceutical industry from "single point breakthrough" to "system reconstruction". In the future, with the deepening of collaboration among the four major industrial parks, Guangzhou is expected to become a "super node" for global biopharmaceutical innovation, providing a "Guangzhou sample" for the high-quality development of the Guangdong Hong Kong Macao Greater Bay Area and even China's biopharmaceutical industry.


It is reported that Guangzhou has formed a deep synergy with the International Bio Island through the four major value parks of Huangpu, Nansha, Yuexiu, and Liwan, forming a "research and development strategy source industry transformation global radiation". Jinyu Medical has driven more than 70 in vitro diagnostic enterprises to build an industrial chain, and Sailala has built the largest automated cell preparation center in Asia. By integrating the innovation chain, industry chain, talent chain, and capital chain, we aim to build an ecological closed loop that covers the entire lifecycle of biopharmaceuticals. According to the Implementation Plan for the Construction of Biopharmaceutical Value Parks in Guangzhou, Guangzhou breaks the traditional administrative division restrictions and promotes the formation of a closed loop of the entire industry chain among the four major parks based on the principle of "dislocation competition and functional complementarity". ↓↓↓


Huangpu International Biomedical Value Park (covering an area of 2475 acres): Focusing on research and development incubation and large-scale production, it aims to build a first-class biopharmaceutical base in Asia. The park will collaborate with institutions such as Sun Yat sen University Cancer Hospital to build a research and development innovation platform and customized factories, focusing on breakthroughs in innovative drugs, high-end medical devices, and other fields. Nansha Life and Health Value Park (2236 acres): Leveraging cross-border policies and location advantages, it focuses on "innovative drug and equipment research and development+life and health manufacturing", promoting basic research and capital docking. The park will establish a concept validation center to accelerate the implementation of the "overseas holding+domestic production" model for Hong Kong and Macao pharmaceutical equipment. Yuexiu Clinical Technology Achievement Transformation Park (with a construction area of 700000 square meters): Leveraging the advantages of gathering high-end medical resources, promoting the transformation and market circulation of medical achievements. Key industries such as drug and equipment circulation, health management, etc. will be introduced to create a billion dollar life and health service cluster. Liwan Modern Traditional Chinese Medicine and High end Medical Equipment Park (covering an area of 1000 acres): Integrating traditional Chinese medicine cultural resources, building a platform for industry university research transformation and an in-house preparation center, and strengthening the modernization of traditional Chinese medicine and the medical equipment industry chain.


All factor guarantee cluster agglomeration "ecological victory"


Guangzhou is building a full chain ecosystem covering research and development, production, clinical practice, and distribution. Taking Huangpu Park as an example, enterprises can complete the entire process from drug discovery to commercial production within a 1.5-hour commuting circle, significantly reducing innovation costs. Yuexiu District actively leverages its advantages in gathering medical resources within its jurisdiction, focusing on clinical trials and achievement transformation services. Through planning and layout, building platforms, expanding parks, and introducing projects, it constructs an industrial service system. Data shows that Guangzhou Development Zone receives nearly 100 new clinical approvals for new drugs every year, accounting for over 90% of the city's total. The output value of the biopharmaceutical industry accounts for 57% of the city's total.


From enterprises to talents, from software to hardware, from innovative entities to supporting services, the construction of industrial parks brings about the clustering effect of the biopharmaceutical industry. Many biopharmaceutical projects come to settle down, emphasizing not only one-time capital investment, but also factors such as the entire regional industrial ecology and application scenario expansion. He Jianyi, Secretary of the Party Group of Liwan District Science, Industry and Information Technology Bureau, believes that breakthroughs in government policies and comprehensive opening of application scenarios are more attractive than just subsidies and rent exemptions.
