Response from the National Medical Insurance Administration: Strongly support innovation in internet healthcare, promote accelerated entry of new technologies and devices into clinical practice

On December 15, the State Health Insurance Bureau issued a letter on the reply to the proposal No. 04560 (No. 411 for medical and health services) of the first meeting of the 14th National Committee of the CPPCC, pointing out that at present, all provinces in the country have issued "Internet plus" medical service price policy documents, formulated price items such as Internet re consultation, remote consultation, remote monitoring, and standardized the way of charging items.

In practice, the clear "Internet plus" medical service price policy has mobilized the enthusiasm of medical institutions. In particular, during the epidemic, the "Internet plus" medical services such as remote consultation, pregnancy diagnosis, re diagnosis of some common diseases and chronic diseases were carried out all over the country. During the period when the health department phased in the opening of the Internet first diagnosis service, corresponding price policies were synchronized, which played an important role in solving the demand of the masses for medical drugs.

Next, the National Health Insurance Bureau will further standardize the management of medical service price items, establish a service output oriented price item management mechanism, promote the clinical application of new technologies and equipment with clear value through the compatibility of existing items, guide local governments to accelerate the review of new and revised medical service price items, and synchronously study and improve the "Internet plus" medical service price policy.

In terms of payment, the National Health Insurance Bureau will continue to implement the decisions and deployment of the CPC Central Committee and the State Council, constantly improve the "Internet plus" medical service and medical insurance payment policy, and vigorously support the "Internet plus" medical service model innovation.

In terms of supervision and management, the National Health Insurance Bureau and the National Health Commission will jointly do a good job in the supervision and management of "Internet plus" medical services, strengthen policy research, strengthen big data analysis and application, ensure the quality of "Internet plus" medical services, and standardize the use of medical insurance funds.

As of now, all provincial medical insurance departments across the country have initiated the promotion of medical insurance mobile payment applications, and have the ability to interconnect medical insurance information systems with designated medical institution information systems. In the next step, the National Medical Insurance Administration will continue to do a good job in promoting medical insurance mobile payment applications.
