The Ministry of Finance, the National Health Commission, the National Medical Insurance Administration, and the State Administration of Traditional Chinese Medicine jointly issued the "Guiding Opinions on Further Strengthening the Construction of Internal Control in Public Hospitals" (hereinafter referred to as the "Guiding Opinions"), which pointed out that by the end of 2025, a clear and sound internal control system with clear rights and responsibilities, effective checks and balances, effective operation, and adequate supervision should be established and improved, and rigid constraints on financial discipline should be strengthened, Reasonably ensure the legality and compliance of economic and related business activities in public hospitals, the safety and effective use of assets, and the truthfulness and completeness of financial information, effectively prevent fraud and corruption, and improve resource allocation and utilization efficiency.

The Guiding Opinions include multiple main tasks and measures, including continuously optimizing the internal control environment of public hospitals, effectively strengthening risk assessment work in public hospitals, focusing on improving internal control measures in key business and high-risk areas of public hospitals, and comprehensively enhancing the informationization level of internal control in public hospitals. Among them, it is explicitly required to strengthen asset management, strictly prohibit borrowing to purchase large medical equipment, and standardize the rental, lending, and disposal of state-owned assets. Strengthen the management of basic construction projects, strictly prohibit public hospitals from borrowing funds for construction and exceeding standard decoration, and standardize the entire process management of basic construction projects. Strengthen the management of multi campus construction, strictly prohibit pre approval and pre construction, and resolutely prevent disorderly expansion.
