Recently, the National Health Commission issued the "14th five year plan" for health standardization, which defines the guiding ideology, basic principles and development objectives of health standardization, and puts forward six main tasks and six key areas of health standardization. Based on the new development stage, the plan implements the new development concept and closely adheres to high-quality development, defines the guidelines for health standardization during the 14th Five Year Plan period, and points out the direction and provides guidance for health standardization in the next five years.

Standards are the technical support for economic activities and social development, and the basic system for the modernization of national governance system and governance capacity. Health standards are the technical guarantee for the implementation of health laws and regulations, the implementation of health policies and plans, and the maintenance of people's health and life safety. In order to help implement the healthy China strategy and actively respond to the national strategy of population aging with standardization, this plan is formulated in accordance with the standardization law, the 14th five year plan for national economic and social development and the outline of long-term objectives in 2035, the outline of "healthy China 2030" plan and the outline of national standardized development.


1、 Planning background


During the 13th Five Year Plan period, China's health standardization work developed rapidly, the standard system was initially formed, the standard management system was gradually improved, the standard quality was continuously improved, and the field of standardization was continuously expanded. In 2019, the National Health Commission established the Eighth National Health Standards Committee, which consists of health information, medical and health construction equipment, infectious diseases, parasitic diseases, endemic diseases, nutrition, environmental health, school health, health pest control, medical institution management, medical services, hospital infection control, nursing, clinical testing, blood, grass-roots health 21 standard professional committees including disinfection, elderly health, maternal and child health, occupational health and radiation health. It has successively issued the articles of association of the National Health Standards Committee, the measures for the administration of health standards and other standard management systems. During the 13th Five Year Plan period, the National Health Commission issued a total of 597 health standards, which were widely used in supervision and law enforcement, business guidance, technical services and safety assurance. At the same time, it launched the implementation and evaluation of mandatory standards and important recommended standards.


Local standards in the field of health have developed steadily. 14 provincial administrative regions and 3 prefectural and municipal administrative regions have established local health standardization technical committees. Group standards are in the ascendant and have been officially incorporated into the track of legalization. Nearly 100 social organizations in the field of health have started group standardization and issued more than 1000 group standards, showing results in leading technological innovation and promoting high-quality development.


Novel coronavirus pneumonia standards play an important role in the prevention and control of new crown pneumonia, prevention of key diseases, patriotic health campaign, improvement of medical service quality, improvement of health level of people, and promotion of information interchange between health and health.


During the 14th Five Year Plan period, based on the new development stage, implementing the new development concept, building a new development pattern and promoting high-quality development, new demands are put forward for health standardization. 2、 General requirements


(1) Guiding ideology.


Optimize the health standard system, improve the full cycle management of standards, strive to increase the supply of high-quality standards, vigorously promote the implementation of standards, and constantly enhance the international voice of standards, so as to provide standardized support for the construction of healthy China.


(2) Basic principles.


Adhere to demand leading. Focusing on comprehensively promoting the construction of a healthy China, closely combined with the major strategies and deployment of health work, guided by business work and the actual needs of the grass-roots level, scientifically plan the layout of health standard system, reasonably determine the key areas of standards, increase the effective supply of standards, and constantly adapt to the changes of standard needs.


Adhere to quality first. With improving quality as the core, constantly improve the management system, promote the transformation of standards from quantity and scale growth to quality and efficiency improvement, optimize the standard structure, improve the efficiency of standard formulation, and realize the unity of standard quantity, quality, structure and efficiency.


Adhere to use-oriented. We should pay equal attention to standard formulation and implementation, take multiple measures to promote standard implementation and evaluation, promote the wide implementation of standardization concept by various institutions at all levels, and form the concept consciousness and code of conduct of using standard management and doing things according to standards.


Adhere to inclusiveness and openness. Mobilize the enthusiasm and initiative of all sectors of society to participate in health standardization, and promote the coordinated development of various standards. Adhere to the opening-up of standards system, promote international exchanges and cooperation on standards, coordinate the introduction and going out, and help the construction of human health community with health standards.


(3) Development goals.


By 2025, we will basically build a health standard system with Chinese characteristics that strongly supports the construction of a healthy China. The foundation of health standardization has been continuously consolidated, the system and mechanism have been improved, the standard system has been further improved, the situation of multi-channel supply and coordinated development of standards has been basically formed, the application and implementation of standards have been more widely, the standardization of health services has been continuously improved, and the international influence of health standards has been significantly enhanced.


3、 Main tasks


(4) Optimize the standard system.


Based on great health and great health, build a "big standard" system centered on people's health, and coordinate the coordinated development of national standards, industrial standards, local standards and group standards in accordance with the requirements of reasonable structure, systematic coordination, connection and supporting and comprehensive coverage. According to the standardization law and the relevant provisions of the State Council on mandatory standards, accurately grasp the positioning and scope of mandatory health standards to abide by the bottom line and ensure safety. Reasonably control the number of government recommended standards, focus on basic, universal and public welfare standards, clean up the problems of cross and duplication among standards, and properly integrate and improve the coverage of single standards. During the 14th Five Year Plan period, no less than 100 national health standards and industrial standards were formulated and revised. All localities give priority to formulating local standards that reflect local characteristics and meet local needs. (5) Improve the standard full cycle management.


Improve working procedures and strengthen the whole process management of health standards. Consolidate the foundation of preliminary research on standards. The establishment of major standards needs the support of basic research data, and give priority to the transformation of scientific research achievements into standards. Strict standard project approval, ensure the coordination between the annual plan and the long-term plan and the standard system, and select the best standard undertaking unit. Strengthen the training of standard drafters. Strengthen the supervision of standard projects and reasonably control the standard formulation cycle, which is 6 months shorter than the period of the 13th five year plan. Implement the standard review requirements, timely revise or abolish the old and aging standards, and enhance the timeliness, pertinence and effectiveness of the standards. Ensure the implementation of health standards, especially mandatory standards, evaluate the implementation of no less than 50 important standards, and establish relevant databases to provide important basis for standard review and revision. All data from the establishment to implementation of the standard will be incorporated into the health standard management information system to realize the full cycle information management of the standard.


(6) Promote local standardization.


Revise relevant systems, clarify the responsibilities and tasks of standardization work of local health institutions at all levels and of all types, and focus on strengthening the local implementation of national and industrial standards. Encourage local governments to establish technical committees for health standardization, assist local health administrative departments in the publicity and implementation of national and industrial standards, undertake the preparation and revision of local standards, and actively participate in the collection of opinions, information feedback, implementation and evaluation of national and industrial standards. During the 14th Five Year Plan period, a health standardization working mechanism and a team of experts will be established at all provinces throughout the country. Beijing, Tianjin, Hebei, Yangtze River Delta and other regions are encouraged to jointly formulate and jointly publish local health standards with regional characteristics, so as to promote the standardization and homogenization of health work in the region. Translate the national applicable local standards with promotion value into national standards or industrial standards in time.


(7) Encourage the development of group standards.


Encourage social organizations in the field of health, such as societies and associations, to focus on new technologies, new business forms and new models with the goal of meeting the needs of practice and innovation, and play the role of leading innovation and industry self-discipline by formulating group standards. Encourage the formulation and implementation of group standards higher than national and industrial standards to drive the high-quality development of medical and health services. Support social organizations to participate in the drafting of international standards and formulate international leading group standards. Encourage multiple social organizations to jointly publish group standards and reduce cross duplication among group standards. Social organizations shall formulate group standards in accordance with laws, regulations and relevant national policies. The health administrative departments at all levels shall guide and supervise the group standards issued by social organizations within their jurisdiction, and timely accept, evaluate and correct the group standards reported by the society in violation of laws, regulations and industrial policies. The organization carries out evaluation on the group standards in the field of health and health, implements the group standard training plan, promotes the application of group standard, and selects the group standards with innovative, advanced and international standards to promote the key points. Create a good policy environment for the development of group standards, and support health administrative departments to quote appropriate group standards in policy formulation, guidance and supervision, review and evaluation, bidding and procurement, etc.


(8) Improve the internationalization level of standards.


Carry out research on the internationalization strategy and mechanism of health standards, and master the standard requirements under the international situation in the new stage. Strengthen the dynamic tracking and evaluation of international health standards, and speed up the adoption and citation of international standards suitable for China's national conditions. Actively participate in the standardization activities of international organizations such as the international organization for standardization and the World Health Organization. One belt, one road, will be used to explore the exchange and cooperation with health standards in the countries along the route. Experts and institutions in the field of health are encouraged to actively promote China's health standards on platforms such as international academic forums. Cultivate, develop and promote the transformation of Chinese standards that meet international application needs into international standards. Work with countries around the world to jointly build an international health standard system and help build a human health community.


(9) Comprehensively promote the concept of standardization.


Popularize the concept of standardization in the whole health industry, establish the awareness of standardization, improve the enthusiasm, initiative and creativity of using standards, and form a good atmosphere for the whole industry to learn, abide by, apply and implement standards. Make full use of the Internet remote platform to improve the efficiency of standard publicity and implementation training and cover the crowd. WeChat official account, micro video, Moore and other new media means and other means are adopted to improve the awareness rate and publicity effect of health standards. Carry out the pilot project of health standards, promote the promotion of standardization concept through typical experience, and take the standards as the basis and means to improve management level, carry out technological innovation, improve service quality and ensure safe development. Carry out all-round and multi-channel publicity on standardization, tell the story of standardization, and cultivate and develop standardization culture in the whole industry.


4、 Key areas


(10) Help build a strong public health system with standardization.


Adhere to prevention first, and formulate monitoring and early warning, inspection and diagnosis, control and elimination, effect judgment and other standards for major diseases such as infectious diseases, parasitic diseases and endemic diseases that seriously affect people's health. Study and carry out the standardization of chronic disease prevention, early screening and comprehensive intervention. Improve the standard system of mental health and mental health services, and explore the establishment of injury prevention standard system. Actively carry out the development of standards such as the construction of CDC, the allocation of laboratory equipment of CDC and laboratory management.


Study and establish an emergency standard system to improve the ability and level of responding to public health emergencies in a standardized manner, and formulate technical standards for the prevention of infectious diseases, disasters and accidents, emergency preparedness, monitoring, response, disposal and emergency drills. (11) Lead the high-quality development of medical and health services with standardization.


Build a standard system to promote the high-quality development of public hospitals. Improve the medical and health service standard system, promote the expansion and sinking of high-quality medical resources and balanced layout with standardization, and strengthen the standardization of facilities and equipment in county-level hospitals. Improve the scientific, standardized and refined level of hospital management with standardization. Continue to improve medical quality standards and improve the homogenization level of medical services in different regions and hospitals.


Strengthen the standardization construction of grass-roots medical and health institutions, improve the standardization level of grass-roots medical and health services, and improve the ability of grass-roots prevention and treatment and health management.

(12) Promote the patriotic health campaign with standardization.


We will strengthen the standardization of public health and environmental infrastructure, speed up the formulation of standards for environmental places and environmental media, and improve the standards for environmental health investigation and monitoring and environmental health risk assessment with the goal of promoting the improvement of urban and rural environmental health. Formulate technical standards for the prevention and control of health pests, strengthen the prevention and control of vector organisms, and support the risk assessment of vector organisms, green prevention and control, and the construction of beautiful villages. Relevant technical standards are urgently needed. Develop disinfection standards related to the control of infectious disease transmission risk, so as to provide scientific basis for guiding relevant places to carry out accurate disinfection during the epidemic period of infectious diseases. Carry out research on health promotion standardization, formulate health promotion technical standards in time, strengthen health education, popularize health knowledge, and guide good behavior and lifestyle.


(13) Promote the health of key groups with standardization.


Provide all-round and life-cycle health services for the people with health standards. Focus on improving the quality of the birth population, improve the whole process service of eugenics and childbearing, strengthen pre pregnancy and perinatal health services, and explore and develop pre marriage and pre pregnancy health-related standards and pregnancy and perinatal health-related standards. Improve the health information standard system, improve the formulation of six types of information standards: basic, data, application, technology, management, security and privacy, and focus on two key business standards: regional national health informatization with residents' electronic health records as the core and hospital informatization with electronic medical records as the core. Promote the supply of integrated standards between emerging information technologies such as Internet, big data, artificial intelligence, blockchain, 5g, Internet of things and IPv6 (Internet Protocol version 6) and the health industry. Strengthen the evaluation of the application effect of health information standards, and promote information sharing, mutual recognition and interconnection. (15) Ensure the safe development of health undertakings with standardization.


Formulate laboratory biosafety standards and strengthen the biosafety management of pathogenic microorganism laboratories. In combination with the prevention and control situation of infectious diseases and the construction and development of pathogenic microorganism laboratory in recent years, establish the biosafety standard system of pathogenic microorganism laboratory for risk assessment, biosafety and security, experimental activities, facilities and equipment of pathogenic microorganism laboratory such as bacteria, viruses, fungi and parasites, so as to ensure the biosafety of the laboratory, Provide technical support and guarantee for infectious disease prevention and control. In terms of health standard approval, drafting, review and local standardization, timely revise and improve relevant systems according to practical experience and problems found in work. In terms of health standardization pilot, standard implementation, standard review and group standard management, effective practices shall be formed into a management system in time to be solidified, so as to promote the continuous maturity and finalization of the health standard system.


(18) Strengthen the construction of talents.


Strengthen the management, development and application of health standards and the construction of international standardization talent team, and improve the level of technical backbone personnel in standard preparation and revision, standard review and standard application. Bring the standard development work into the professional title evaluation and talent reward policies, and mobilize the enthusiasm of scientific researchers to participate in the standardization work, especially the international standardization work. Establish and implement the performance appraisal, reward and punishment mechanism for members, and implement dynamic management for members. Continuously enrich and improve the team of health standards experts, and establish a dynamic expert database of various disciplines to better serve the work of health standardization.


(19) Increase funding.


Establish a sustained and stable funding mechanism for health standards, and focus on supporting the preparation, revision, publicity and implementation of important standards determined in this plan. Strictly manage the funds for health standards and improve the efficiency of fund use.
