On April 22, the General Office of the People's Government of Guangdong Province issued the Action Plan for Accelerating the High-level All-domain, All-time and All-industry Application of Artificial Intelligence in Guangdong Province (hereinafter referred to as the Action Plan). The plan aims to accelerate the development of new quality productive forces, foster and expand new driving forces, and build a national highland for integrated AI application.
The Action Plan further integrates the "AI +" model into health, medical care, pharmaceuticals and other related fields. It makes overall arrangements in key directions including scientific research, emerging industries and people’s well-being, driving artificial intelligence to empower all industries and benefit every household. The key contents are specified as follows:
Develop novel brain-inspired algorithms, carry out research on brain-inspired computing architectures and neuromorphic chips, and build low-power, high-performance general brain-inspired intelligent computing systems. Promote the integration of cutting-edge AI technologies such as brain-computer interface and embodied intelligence, and support the R&D of peripheral equipment including brain-controlled rehabilitation humanoid robots, exoskeletons, robotic arms and prosthetic limbs.
Advance digital transformation in production links, AI visual quality inspection and optimization of green manufacturing processes, improve the quality of competitive products such as condiments, beverages and Cantonese mooncakes, and drive the intelligent upgrading of industries including bakery foods and preserved fruits. Support food enterprises in introducing AI-based intelligent detection and sorting equipment, promote intelligent upgrading of food production links, reduce labor costs, and cultivate enterprises featured with integrated application of AI plus food industry.
Promote in-depth integration of artificial intelligence and food safety supervision, build a full-chain traceability system, and comprehensively enhance capabilities in food risk monitoring, traceability, early warning and prediction.
Adopt generative AI, deep learning and other technologies to carry out research on new drug design and screening, recombinant antibody synthesis, drug delivery systems, optimize pharmaceutical R&D processes and shorten R&D cycles. Promote AI-enabled inheritance and innovation of traditional Chinese medicine, and conduct real-world data research on TCM.
Support the intelligent upgrading of medical devices, focus on R&D and registration of innovative formats such as medical robots and digital therapeutics, and accelerate the application of intelligent rehabilitation assistive devices and elderly-friendly care equipment.
Apply AI technologies in all links of clinical trials to improve trial efficiency, support the implementation of smart diagnosis and treatment as well as auxiliary clinical decision-making, and accelerate the clinical evaluation of special approved drugs and medical devices. Build a smart supervision platform for drug and device safety via artificial intelligence, strengthen full-process supervision, and ensure traceable product safety.
Promote the industrial application of synthetic biotechnology, focus on cutting-edge technologies such as precise gene editing, artificially synthesized cells and cell factories, build AI-enabled innovation platforms for biomanufacturing, and advance the construction of major innovation platforms including China Digital Lung and the Guangdong-Hong Kong-Macao Greater Bay Area Bioinformatics Center.
Optimize biomanufacturing processes with artificial intelligence, accelerate the breeding of cells and strains, improve production efficiency and reduce manufacturing costs. Promote the large-scale application of synthetic biotechnology in pharmaceuticals, chemical industry, agriculture and other fields, expand the industrial scale of bio-based materials and future food, and drive high-quality development of the biomanufacturing industry.
Promote digital and intelligent upgrading and expansion of housekeeping services, and improve the AI application capabilities of housekeeping practitioners. Support housekeeping service enterprises to provide precise services with AI technologies, and expand consumption scenarios of housekeeping services relying on robots and other new technologies and equipment.
Carry out joint research and application tackling focusing on scenarios such as care for the disabled and demented people, health promotion and daily life assistance, promote the application of embodied intelligent robots in home-based elderly care and community care scenarios, and encourage the development of emotional companion intelligent assistants.
Advance the construction and application of "Internet + AI Supervision" in the food sector. Adopt machine vision and other technologies to carry out off-site intelligent supervision on key links including food production and processing, circulation and storage, and catering services, realizing automatic identification and interception of problematic products as well as real-time early warning of potential risks.
Gradually promote the construction of a vertical large model for food safety in phases, deeply integrate multi-source data including sampling inspection, complaint reporting and public opinion monitoring, develop practical tools for intelligent judgment of food safety risks and intelligent identification of false publicity, and enhance the foresight and accuracy of risk discovery and disposal.
Deepen data connection and algorithm co-governance with e-commerce and food delivery platforms, and conduct dynamic monitoring and intelligent early warning of irregularities for online food sales.
Steadily promote the innovative application of artificial intelligence in the full life-cycle supervision of drugs (including medical devices and cosmetics, the same below), improve the efficiency and quality of drug supervision, forge a new pattern of smart governance for drug safety, and provide strong support for deepening drug supervision reform and ensuring public medication safety.
Focus on building a human-machine collaborative intelligent review and approval system, enhance the digital and intelligent supervision capacity of the whole chain covering drug research, production and circulation, promote the digital upgrading of risk supervision systems, advance the intelligence and standardization of inspection and law enforcement, and strengthen cross-regional, cross-level and cross-departmental collaborative supervision capabilities.
Consolidate the basic support system of "AI + Drug Supervision", build high-quality data sets, vertical large models and intelligent agents that meet the needs of intelligent supervision, and improve the mechanisms for security protection and operational management.
Promote the in-depth full-process application of artificial intelligence in health fields including disease prevention, precision diagnosis, intelligent treatment, health management, medical insurance services and public health prevention and control. Popularize the application of tools such as the Guangdong Medical Intelligent Imaging System, Guangdong Medical Intelligent Auxiliary Diagnosis System, intelligent follow-up and intelligent monitoring and early warning of infectious diseases.
Accelerate the popularization of intelligent equipment and facilities in medical institutions, enhance the capacity for early screening, early diagnosis and early treatment of major diseases, and raise the smart service level of hospitals. Promote the sinking of high-quality medical resources and intelligent technologies to grassroots levels, strengthen the application of remote consultation and intelligent auxiliary diagnosis and treatment, and facilitate the implementation of hierarchical medical treatment.
Improve the full-life-cycle intelligent health services for residents, promote the in-depth integration of artificial intelligence with medical treatment, services and management in TCM hospitals, explore innovation and application in TCM electronic medical records, TCM health management, inheritance of renowned veteran TCM doctors, and smart TCM pharmacies. Build a number of application scenarios with TCM characteristics, and drive the digital and intelligent development of TCM hospitals.
Deepen the full-scenario application of artificial intelligence in the elderly care sector, build integrated smart solutions for scenarios such as home-based elderly care beds, smart nursing homes and community elderly care service stations. Enrich the supply of smart elderly care products and services, and improve a smart elderly care service system coordinating home, community and institutional care and integrating medical treatment with health preservation and elderly care.
Support enterprises in researching and developing elderly-friendly products such as smart wearable devices, rehabilitation aids, intelligent care equipment and safety monitoring terminals. Popularize intelligent terminals integrating one-click call, intelligent monitoring and emotional interaction, continuously improve the intelligence level of elderly care services, and foster new driving forces for the silver economy.
Accelerate the construction of smart nursery services, optimize core services such as infant and child care, early development, safety monitoring and nutritional health relying on artificial intelligence, and promote application scenarios including intelligent morning check-up, growth and development monitoring and dietary nutrition recommendation. Improve the standardization and refined management level of nursery institutions.
Optimize the construction of smart nursery information systems, integrate multi-domain data including birth records, child health care and medical treatment, connect the full-chain services covering infant birth and nursery care, and realize perceptible, visible and traceable whole-process nursery services. Improve the full-cycle quality of nursery services, build an intelligent nursery ecosystem covering health management, teaching and nursing assistance, and home-kindergarten collaboration, and boost the quality improvement and capacity expansion of inclusive nursery services.
