On April 23rd, the National Health Commission held a press conference in Yichang, Hubei to introduce the promotion of Sanming's medical reform experience and deepen the reform of public hospitals guided by public welfare. At the meeting, the construction of medical informationization in various regions was introduced. Wang Yunfu, director of the Hubei Provincial Health Commission, mentioned that in the process of medical reform in Hubei, artificial intelligence has been introduced, intelligent assisted diagnosis has been promoted, and digital intelligence has empowered the medical and health system.

Chen Honghui, Mayor of Yichang Municipal People's Government, introduced the relevant situation of Yichang's digital health construction, mainly including three aspects:


One is to build a comprehensive health support system. Give full play to the leading role of government planning, incorporate digital healthcare into the construction of smart cities and digital Yichang, and work together from top-level design, resource integration, and institutional guarantees in multiple dimensions. We have invested 1.84 billion yuan to build a health and medical big data center, integrating information from departments such as public security, civil affairs, education, and medical insurance, connecting data from medical and health institutions in cities, counties, and rural areas, and achieving "one screen to know family background, one network for full monitoring, and one click to reach grassroots".


Secondly, it has improved the quality and efficiency of smart healthcare. Continuously improve and expand application scenarios with an application-oriented approach. Build five major centers for remote electrocardiogram, imaging, consultation, testing, and pathology throughout the city, improve the homogenization level of medical services in cities, counties, and townships, and make it more time-saving, cost-effective, and worry free for the public to seek medical treatment; Weave a network of intelligent first aid, allowing patients to be admitted to the hospital as soon as they board the vehicle and receive timely rescue; Building a smart blood station has achieved the traceability of the entire process from blood donors to blood donors, ensuring the safety of blood use for the public; Establish 15 categories of traditional Chinese medicine knowledge base and traditional Chinese medicine assisted remote diagnosis platform to better serve patients; Pushing 815000 pieces of key population information to the community, making family doctor contract services more accurate.


The third is to create a series of convenient service scenarios. For example, through "One Phone for Health - Yijiantong", online services have been opened for 3.92 million residents. Through prescription circulation, it is convenient for chronic disease patients to purchase drugs nearby, turning medical cloud films into "pocket films" for the public's mobile phones. The cumulative access volume has reached more than 2 million times. Through medical imaging cloud, mutual recognition of inspection and examination results has been achieved, greatly reducing the cost of repeated examinations for patients.

One is to promote the quality and safety of medical care. Hospitals have deeply integrated artificial intelligence models into the entire clinical diagnosis and treatment process, which can assist doctors in analyzing patients' conditions from multiple perspectives, especially in the field of oncology. Clinical doctors can use the hospital's independently developed clinical diagnosis software and intelligent management assistant to develop personalized full process health management plans based on patients' conditions. This not only improves diagnostic efficiency, but also effectively manages medical quality.


The second is to improve the medical experience. With the help of the Internet hospital, we have carried out services such as appointment registration and delivery of medicines to home, with the daily average number of appointments reaching more than 7000 person times. Innovatively launching the "Health Butler" and manual online methods to provide online consultation services for citizens, providing timely consultation responses to over 1000 citizens per day. At the same time, mutual recognition of regional examination and testing results has been achieved, with an average of over 600 person times of mutual recognition per day, saving patients' examination expenses.


The third is to enhance management efficiency. The hospital continues to use big data to finely monitor the use of medical consumables and equipment energy consumption, in order to achieve cost control and efficiency improvement.


In addition, Li Qin, the county magistrate of Zigui County, Yichang City, Hubei Province, and Zhu Yunhui, the deputy mayor of Shiyan City, Hubei Province, also introduced the information technology construction and application of our institute.


Zigui County, as a mountainous county in the Three Gorges Reservoir Area, relies on digital empowerment to solve the bottleneck of medical development in mountainous areas. A total of 50 million yuan will be invested to build a medical and health data center, which will vertically connect the five level service system of provinces, cities, counties, and villages, and horizontally connect with the data systems of eight departments including public security and civil affairs. 181 medical institutions in the county will be connected to a unified platform, realizing the "one platform aggregation and full process traceability" of residents' health records and diagnosis and treatment information. 294000 electronic health records will be built for permanent residents in the county, with a record utilization rate of 80.9%. And county-level imaging, testing, electrocardiogram and other platforms have been established, with a total of 186000 remote diagnosis and treatment cases and 26000 mutual recognition of examination and testing results. The "Healthy Zigui" digital platform covers 15 functions such as registration, referral, and payment, solving the problem of "frequent running and long queues" for mountainous residents. Since its launch, there have been over 164000 cloud based appointment registrations, saving patients 1.5 hours of medical treatment time per day. Introduce an intelligent prescription review system to screen prescription risks in real-time.


As a demonstration project city for public hospital reform and high-quality development selected last year, Shiyan City has achieved full process supervision of health data co construction and sharing, medical behavior co governance and co management, and the procurement and use of drugs and consumables through the government's development of a medical and health data sharing system, upgrading the intelligent supervision platform for medical services.
