Speech at the City's High Quality Development Conference (excerpt)

Spring comes first, and all actions come first. Yesterday, the Provincial Party Committee and Provincial Government once again held the Provincial Conference on High Quality Development in Guangzhou, which is also the "first meeting of the Chinese New Year" for three consecutive years. It is a hot scene of golden snakes striving forward and striving for excellence in the land of Lingnan. The municipal party committee and government held the city wide conference on high-quality development at the first time, studying and implementing the spirit of the provincial conference, especially the spirit of Secretary Kunming's speech, inspiring everyone to have firm confidence, work hard, accelerate the construction of a modern industrial system, and strive to take the road of high-quality development more vigorously and vigorously. Today is the ninth day of the first lunar month. As the saying goes, on the ninth day of the first lunar month, holding a spring ox will double the harvest of the land. On this good day of hard work and anticipation of a bountiful harvest, on behalf of the Municipal Party Committee and Government, I would like to extend my New Year greetings to everyone present here and take this opportunity to wish everyone a happy Chinese New Year and a prosperous Snake Year! Wishing all entrepreneurs a prosperous and thriving business!

Taking on the big responsibility, we are committed to building the "21+8" key industry with Guangzhou's unique advantages. Industry is the backbone of a city, and only by standing up the backbone can we truly carry the weight. We propose to focus on building 15 strategic industrial clusters, 6 future industries, and 8 modern service industries, which is to resolutely implement the important requirement of "building a new pillar of the industrial system", coordinate the development of the primary, secondary, and tertiary industries, and create the "four beams and eight pillars" of Guangzhou's modern industrial system. 15 strategic industrial clusters, including consumer oriented "big products" such as intelligent automobiles, new displays, biomedicine, and health that have entered thousands of households, as well as production-oriented "new technologies" such as artificial intelligence, integrated circuits, and new materials that empower thousands of industries. Guangzhou is the world famous "Smart Car City", "Software City", "Display City", "Customization City", "New Material Highland", "Biomedical and Health Industry Highland", and the display panel capacity is the first in China. Yuexin Zenith provides strong support for "Guoxin Guoyong". Yihang Intelligent has become the first electric vertical takeoff and landing aircraft enterprise with complete three certificates in the world. Kangfang Pharmaceutical has successfully developed the world's first new drug for tumor double exemption and double resistance. A number of major projects, such as CSOT, Huawei R&D Center, Inpai Battery, and Xingsen Semiconductor, have been completed and put into operation. WeChat, Tiktok, Xiyin and other enterprises have been constantly upgrading. At present, the total revenue of these 15 strategic industrial clusters has reached 4 trillion yuan, with an average annual growth of 7.5% in the past three years. We plan to focus our resources in five years and strive to build a trillion level industrial cluster (intelligent networking and new energy vehicles), four 500 billion level industrial clusters (fashion consumer goods, software and Internet, green petrochemical and new materials, intelligent construction and industrial buildings), and four 300 billion level industrial clusters (rail transit, biomedicine and health, new energy and new energy storage, ultra-high definition video and new displays). The total scale of the strategic industrial clusters exceeds 6 trillion yuan. We will make good use of scientific research resources, application scenarios, market funds and other factors, and proactively layout six future industrial tracks including intelligent unmanned systems, embodied intelligence, cells and genes, striving to achieve multiple growth within 5-10 years and build a national future industrial leading zone. The service industry plays a crucial role in the overall economy of the city, accounting for more than 70% of GDP. We focus on optimizing the structure of the service industry, empowering the upgrading of the manufacturing industry, and making good use of policies such as expanding the comprehensive pilot program for opening up the service industry. We aim to develop and strengthen high-end leading and knowledge intensive industries such as modern finance, technology services, and professional services, consolidate and enhance leading and advantageous industries such as modern commerce, logistics, exhibitions, cultural and creative industries, and tourism, and build a high-quality and efficient new system of service industry led by eight modern service industries. We aim to build a modern service economy center with global influence and accelerate the emergence of modern service industry.

We will vigorously implement the "Guangzhou Smart Innovation Plan" to promote the upgrading of traditional industries to famous finished products and the expansion of emerging industries to a prairie fire.

Guangzhou is rich in scientific and educational resources and has a solid industrial foundation. It is making every effort to promote the mutual promotion of industry and technology, and striving to lay a more stable and solid foundation for high-quality development. We should lead industrial innovation with technological innovation, strengthen and make good use of major national tools such as the Guangzhou Laboratory and the Greater Bay Area National Technology Innovation Center, and enable the "super platform" to produce "super achievements". To build a vibrant innovation axis that spans 100 kilometers from north to south, explore and plan an open and inclusive service model for the "Science and Technology Innovation Special Zone", construct high-quality national science parks for China University of Science and Technology and Huazhong University of Technology, deepen the construction of innovation source areas around the university city and pilot projects for the transformation of scientific and technological achievements at the University of Hong Kong (Guangzhou), establish a national regional technology transfer and transformation center for universities, establish a collaborative technology discovery and transformation mechanism of "scientists+entrepreneurs+investors", help complete the "doorstep step" of technology entering the market, and accelerate the transformation of scientific and educational talent resources into real productivity. Establish a group of innovative consortia such as humanoid robots and synthetic biology, and on the basis of jointly building a new energy storage innovation center, strive to create the first batch of national level pilot platforms, adopt the "big soldier" combat mode, gather strength to break through a batch of "bottleneck" and "deficiency" technologies, and accelerate the realization of a positive cycle from technological strength to enterprise strength, industry strength, and economic strength. We need to deepen the "Artificial Intelligence+" action, build a leading demonstration zone for the application of artificial intelligence models in China, cultivate a number of national level intelligent manufacturing demonstration factories, accelerate the construction of major projects such as Guangdong New Materials and Artificial Intelligence Technology Park and Dazu Robotics, promote the innovative application of artificial intelligence in high-end manufacturing, transportation, medical health, urban governance and other fields, and accelerate the breakthrough and application of emerging and future industry technologies. Better leverage the role of Guangzhou Data Exchange and create a digital economy innovation highland that integrates data and reality. We should vigorously promote the technological transformation of traditional industries, give full play to the driving role of "chain transformation", promote the "platform+supply chain" model, cultivate and refine each industry, implement more than 1000 industrial digital technology transformation projects, and comprehensively promote quality improvement, brand building, enterprise cultivation, and cluster construction, to create more leading enterprises with strong competitiveness, brand influence, and industrial driving force.
