On the morning of March 5th (today), the second session of the 14th National People's Congress opened at the Great Hall of the People in Beijing. Premier Li Qiang delivers a government work report.

The Government Work Report points out that in 2023, the government will continue to increase financial subsidies for basic elderly care, basic medical care, and other areas; Implement the "Class B and Class B" measures for COVID-19 infection, and do a solid job in the prevention and treatment of influenza, mycoplasma pneumonia and other infectious diseases. This year (2024), we will further improve the national centralized drug procurement system, strengthen the regular supervision of the use of medical insurance funds, deepen the reform of public hospitals, and promote the inheritance and innovation of traditional Chinese medicine

In the 2023 work review, regarding the relevant work in the field of healthcare, the government work report mentioned:

Increase financial subsidies for compulsory education, basic elderly care, and basic medical care, and expand the scope of assistance and protection targets.

Implement the "Class B and Class B" measures for COVID-19 infection, and do a solid job in the prevention and treatment of influenza, mycoplasma pneumonia and other infectious diseases. Implement the overall planning of employee medical insurance general outpatient services.

The government work report clearly defines the tasks of government work for 2024, which involve the fields of medical and health care, including:

Accelerate the development of cutting-edge emerging hydrogen energy, new materials, innovative drugs and other industries, and actively create new growth engines such as biological manufacturing, commercial aerospace, and low altitude economy. Develop future industrial development plans, open up new tracks such as quantum technology and life sciences, and create a number of future industrial pilot zones.

Strengthen the research and application of livelihood technologies such as health and elderly care.

Deepen reforms in social and livelihood areas such as income distribution, social security, healthcare, and elderly care services.

Increase efforts to attract foreign investment. Continue to reduce the negative list of foreign investment access, completely lift restrictions on foreign investment access in the manufacturing industry, and relax market access for service industries such as telecommunications and healthcare.

Improve medical and health service capabilities. Continue to do a good job in the prevention and control of key infectious diseases. The per capita financial subsidy standard for resident medical insurance has been increased by 30 yuan.

Promote the coordinated development and governance of medical insurance, healthcare, and medicine. Promote provincial-level coordination of basic medical insurance, improve the national centralized procurement system for drugs, strengthen the normalized supervision of the use of medical insurance funds, and implement and improve settlement for medical treatment in different regions.

Deepen the reform of public hospitals, improve medical services centered on patients, and promote mutual recognition of examination and testing results.

Focusing on promoting graded diagnosis and treatment, guiding high-quality medical resources to go to the grassroots level, strengthening the coordination and linkage of county-level and rural medical services, and expanding the types of drugs used for chronic and common diseases in grassroots medical and health institutions.

Accelerate the filling of gaps in services such as pediatrics, geriatrics, mental health, and medical care. Promote the inheritance and innovation of traditional Chinese medicine, and strengthen the construction of advantageous specialties in traditional Chinese medicine. Deepen the Healthy China Action and Patriotic Health Movement to strengthen the health defense line of the people.
