On April 19, the National Administration of Traditional Chinese Medicine held a press conference to introduce the Implementation Plan of the "Fourteenth Five Year Plan" TCM Culture Promotion Project (hereinafter referred to as the "Plan") and the relevant information on the construction of TCM culture.

Xing Chao, Deputy Director of the General Department of the National Administration of Traditional Chinese Medicine, said that the Plan was jointly developed by the National Administration of Traditional Chinese Medicine, the Central Propaganda Department, the Ministry of Education, the Ministry of Commerce, the Ministry of Culture and Tourism, the National Health Commission, the State Administration of Radio, Film and Television, and the National Cutural Heritage Administration. This is the first time that eight departments have issued a special plan for the construction of traditional Chinese medicine culture.

Xing Chao introduced that the "Plan" clarifies the guiding ideology, basic ideas, and overall goals for implementing the Chinese medicine culture project. It proposes that by 2025, the products and services of Chinese medicine culture will be more high-quality and rich, the dissemination system will become more sound, the level of citizens' Chinese medicine culture and health literacy will continue to improve, and overseas dissemination will be more widespread.

The "Plan" proposes 12 key tasks, mainly focusing on collaborative promotion of research and analysis, education popularization, protection and inheritance, innovative development, and communication, comprehensively constructing a system for promoting traditional Chinese medicine culture, and promoting the deep integration of traditional Chinese medicine into the production and life of the general public. In terms of research and interpretation, the focus is on organizing research on the spiritual identification of traditional Chinese medicine culture and the interpretation of the era of traditional Chinese medicine culture. In terms of education popularization, the focus is on strengthening the popularization of traditional Chinese medicine science, enriching campus activities for traditional Chinese medicine culture education in primary and secondary schools, and establishing and implementing a special investigation system. In terms of protection and inheritance, we will focus on strengthening the protection, organization, and publication of traditional Chinese medicine classics, deepening the cultural construction of traditional Chinese medicine departments and enterprises in traditional Chinese medicine medical institutions, educational institutions, research institutions, and other medical institutions, promoting the teaching, research, and production of traditional Chinese medicine, and highlighting cultural characteristics. In terms of innovative development, we will focus on promoting the construction of a traditional Chinese medicine museum system and increasing the supply of traditional Chinese medicine cultural activities, products, and services. In terms of communication, we will focus on building communication platforms, cultivating communication teams, and promoting overseas exchanges.

To ensure the implementation of the project, the "Plan" clarifies the construction of a work pattern led by the competent department of traditional Chinese medicine and coordinated by multiple parties, increases special funding support, guides social capital participation, and takes protective measures such as project evaluation and assessment.

"The Plan can be said to be a 'timetable', a 'roadmap' and a 'construction drawing' for strengthening the construction of Chinese medicine culture during the 14th Five Year Plan period. Next, under the guidance and support of the Central Propaganda Department, the National Administration of Traditional Chinese Medicine will work together with relevant departments to promote the comprehensive implementation of the Plan, make good use of traditional Chinese medicine, which is the 'key' to open the treasure house of Chinese civilization, and contribute to the power of traditional Chinese medicine for building a new brilliant socialist culture."
