Recently, the general office of Guangdong Provincial People's government issued the "14th five year plan" for the development of health undertakings in Guangdong Province (hereinafter referred to as the "plan").

Interpretation of relevant contents of the plan

1、 Background of the plan

The CPC Central Committee, the State Council, the provincial Party committee and the provincial government attach great importance to health work. The Fifth Plenary Session of the 19th CPC Central Committee made a major deployment of "comprehensively promoting the construction of a healthy China" and put forward the long-term goal of "building a healthy China" by 2035; The fourth session of the 13th Provincial People's Congress deliberated and adopted the 14th five year plan for national economic and social development of Guangdong Province and the outline of long-term objectives for 2035, and made arrangements for comprehensively promoting the construction of healthy Guangdong. The plan is one of the key special plans for the "14th five year plan" period determined by the provincial government. It is a comprehensive, basic and guiding document to promote the development of health undertakings in our province during the "14th five year plan" and even for a longer period.

2、 Main contents of the plan

The first chapter is the planning background. This paper focuses on combing and analyzing the achievements made in the development of health undertakings in our province during the 13th Five Year Plan period, as well as the opportunities and challenges faced by the current health undertakings.

Chapter II, general requirements and development objectives. This paper expounds the guiding ideology and basic principles of the plan, puts forward the overall objectives of health development at two time points of 2025 and 2035, and puts forward 20 development indicators in four categories: health level, healthy life, health service and health security during the 14th Five Year Plan period.

Chapter III to Chapter XI, main tasks and key work. It includes consolidating the "indomitable" medical and health pattern, continuously deepening the reform of the medical and health system, building a strong public health system, strengthening the prevention and control of key diseases, comprehensively intervening in major health factors, ensuring people's health in the whole life cycle, promoting the inheritance and innovative development of traditional Chinese medicine, vigorously developing the health service industry, improving the health priority development guarantee system, etc.

It includes 43 specific tasks, which can be summarized in the following aspects:

First, vigorously consolidate the "indomitable" medical and health pattern. Target the world-class, concentrate advantageous resources, promote the construction of national medical center, National Regional Medical Center, national key clinical specialty group and our province's international medical center, deeply promote the construction of a strong province of traditional Chinese medicine and a highland of traditional Chinese medicine in Guangdong, Hong Kong and Macao, and expand the supply of high-quality medical resources. Give play to the leading role of high-level hospitals, promote the overall medical level of the city and the clinical specialty capacity of county-level hospitals, consolidate the network of grass-roots medical and health services, and promote the balanced layout of high-quality medical resources.

Second, continue to deepen the reform of the medical and health system. We will focus on people's health, promote the integration of health into all policies, and vigorously promote key reforms such as the construction of hierarchical diagnosis and treatment system, the high-quality development of public hospitals, "three medical" linkage and comprehensive industry supervision.

Third, accelerate the construction of a strong public health system. We will accelerate the construction of a modern disease control system and improve health emergency response capacity and treatment capacity for major epidemics. Adhere to the principle of putting prevention first and combining prevention and control, optimize the prevention and control strategy of major diseases, strengthen the prevention and control of major infectious and endemic diseases, implement comprehensive prevention and control of chronic diseases, and improve the mental health and mental health service system.

Fourth, further promote the construction of healthy Guangdong. We will continue to carry out patriotic health campaigns, strengthen food safety risk monitoring, improve the public service system for national fitness, health promotion and education system, promote basic public health services, and comprehensively intervene in major health factors. We will strengthen the integration of family planning policies, strengthen the health protection of the elderly, the young, the disabled and the working population, and ensure the health of the people throughout their life cycle. We will vigorously develop social medical services, further promote the integration of medical care and health care, and actively develop diversified health services.

Fifth, improve the security system of giving priority to healthy development. Strengthen the construction of talent team, improve the ability of scientific and technological innovation and biosafety, develop digital health, promote the construction of health Bay area and international cooperation, strengthen the construction of health rule of law, increase investment in health undertakings, and comprehensively build a guarantee system for the high-quality development of health undertakings in our province.

3、 Implementation guarantee of the plan

Focusing on the development goals and tasks of promoting the high-quality development of health and building a healthy Guangdong, the plan sets up seven columns and puts forward a series of key actions and major construction projects planned to be carried out during the 14th five year plan.

Chapter 12 of the plan proposes three safeguard measures, including strengthening organizational leadership, strengthening supervision and evaluation, and strengthening publicity and guidance.

The annex of the plan breaks down four work indicators such as "the number of beds in medical and health institutions per 1000 people". All localities can further demonstrate and improve the indicator decomposition tasks of each city in combination with the actual situation, strengthen the goal orientation, refine the work measures, and jointly promote the implementation of the key objectives and tasks for the development of provincial health undertakings.
