In order to facilitate the understanding and implementation of the plan, the relevant contents are interpreted as follows.

1、 Background of the plan

Medical equipment is an important material basis for medical and health undertakings, which is directly related to the life safety and health of the people. The main body of enterprises has developed and expanded. In 2020, there are more than 2300 Enterprises above Designated Size, realizing a main business income of more than 410 billion yuan. A number of competitive leading enterprises and distinctive industrial clusters have been formed in the Pearl River Delta, Yangtze River Delta and Bohai rim. China has become an important global medical equipment production and manufacturing base. Especially in the novel coronavirus pneumonia outbreak, medical equipment enterprises actively organized production and supply, which strongly supported the domestic epidemic prevention and control needs and international cooperation in anti epidemic.

The "14th five year plan" period is a key period for comprehensively promoting the construction of a healthy China and deeply implementing the strategy of building a powerful manufacturing country. It is also a key period for promoting the high-quality development of the medical equipment industry. The development of China's medical equipment industry is facing both major opportunities and challenges. On the one hand, a new round of scientific and technological revolution and industrial reform have been further promoted, and the integration of manufacturing industry and new generation information technology has been accelerated, which has brought new opportunities to the development of medical equipment. At the same time, the global "big health" and "big health" industries have developed rapidly, the medical service model has changed from disease medical service to "disease + health" medical service, and expanded from in-hospital diagnosis and treatment to continuous service of pre hospital family health management, inter hospital resource sharing and post hospital rehabilitation. There is a huge space for the development of medical equipment industry. In order to implement the task deployment of the 14th five year plan for national economic and social development of the people's Republic of China and the outline of long-term objectives for 2035, accelerate the high-quality development of the medical equipment industry and better meet the growing medical and health needs of the people, the Ministry of industry and information technology, the National Health Commission, the national development and Reform Commission, the Ministry of science and technology and the Ministry of finance The SASAC, the State Administration of market supervision, the state medical insurance administration, the State Administration of traditional Chinese medicine, the State Food and Drug Administration and other 10 departments organized industry experts to conduct in-depth research, widely listened to the opinions of all parties, organized experts to study and demonstrate for many times, and prepared and formed the "14th five year plan" for the development of medical equipment industry.

2、 Preparation process of the plan

In July 2019, the Ministry of industry and information technology, together with the National Health Commission, organized industry experts to launch the research on the development planning of medical equipment industry in the 14th five year plan. In May 2020, 10 departments including the Ministry of industry and information technology, the national health and Health Commission, the national development and Reform Commission, the Ministry of science and technology, the Ministry of finance, the SASAC of the State Council, the State Administration of market supervision, the State Medical Insurance Bureau, the State Administration of traditional Chinese medicine and the State Food and Drug Administration officially launched the research and drafting of the plan. During the preparation of the plan, the preparation team, together with industry experts, went deep into the grass-roots level to carry out research, held symposiums in Beijing, Shanghai and Shenzhen in different areas, and widely listened to the opinions and suggestions of local government departments, industry organizations, medical institutions, scientific research institutes, colleges and universities, key enterprises, including foreign-funded enterprises. At the same time, the opinions of all sectors of society were publicly solicited through the portal website of the Ministry of industry and information technology, and expert groups were organized for research, demonstration, modification and improvement for many times.

The preparation of the plan has thoroughly implemented the important instruction spirit of "asking for policies, brainstorming, studying new situations and making new plans" in the preparation of the 14th five year plan of the CPC Central Committee and the State Council, and has widely condensed the wisdom and consensus of the medical equipment industry and all sectors of society.

3、 Overall consideration of the plan

The plan takes better meeting the people's growing medical and health needs as the fundamental starting point, focuses on clinical needs and health security, studies and puts forward the concept of medical equipment and seven key development areas for the first time, and makes it clear that it is necessary to accelerate the high-quality development of medical equipment industry and provide effective guarantee for people's life safety and health.

Second, adhere to providing all-round and life-cycle medical equipment support services for the whole population. The plan combs and puts forward seven key development areas of medical equipment, including medical equipment in disease prevention, diagnosis, treatment, health promotion, pension and other aspects; It is proposed to promote the development of new models such as "5g + medical health", home community and the integration of medical care and health care, and promote the expansion of medical services from in-hospital diagnosis and treatment to continuous services of pre hospital family health management, inter hospital resource sharing and post hospital rehabilitation. At the same time, the equipment support needs of major infectious diseases, natural disasters and other public health emergencies are also considered, and it is clear to strengthen the development of emergency medical rescue equipment.

Third, adhere to overall development and security. Medical equipment is directly related to people's life safety and health. The plan specifies that quality and safety should always be the lifeline of the development of medical equipment industry, and adhere to innovative development and safety first. On the one hand, we should speed up the filling of the bottleneck and short board of industrial development, improve the ability of industrial innovation and development, and ensure the safety of industrial development; We should also speed up the improvement of the security protection system to ensure the ontology security, use security and network security of medical equipment.

Fourth, adhere to the coordinated development of medical equipment and medical service mode. 4、 Development objectives of the plan

The plan puts forward the overall goal of the development of medical equipment industry in 2025 and the long-term goal in 2035. By 2025, the level of advanced medical equipment industry foundation and industrial chain modernization will be significantly improved, the effective supply of mainstream medical equipment will be basically realized, the performance and quality of high-end medical equipment products will be significantly improved, and the comprehensive support capacity for public health and medical health needs will be initially formed. By 2035, the R & D, manufacturing and application of medical equipment will be upgraded to the world advanced level. China has entered the forefront of medical equipment innovation countries, providing strong support for ensuring people's all-round and life-cycle health services.

In order to ensure the realization of the overall goal of 2025, the plan sets five sub goals around the whole industrial chain, technical level, enterprise vitality, industrial ecology and brand influence:

First, optimize and upgrade the whole industrial chain. Medical equipment urgently needs basic parts and components, basic software, basic materials, basic technology and industrial technology to basically fill the bottlenecks and shortcomings, and initially build a safe and reliable industrial chain supply chain with strong innovation, high added value.

Second, the technical level has been continuously improved. Medical equipment has been applied on a large scale in the fields of prevention, diagnosis, treatment, rehabilitation, health promotion and public health. A number of high-end products such as extracorporeal membrane oxygenator (ECMO), endoscopic surgery robot, 7T human whole body magnetic resonance imaging system and proton heavy ion integrated treatment system have been applied.

Third, the vitality of enterprises has been significantly enhanced. The ecological leading power and core competitiveness of leading medical equipment enterprises have been greatly improved, and a number of global leading single champion enterprises in subdivided fields have emerged, as well as a number of specialized and new "little giant" enterprises mastering core technology and unique technology, and large, medium-sized, small and micro enterprises have developed through integration.

Fourth, the industrial ecology has been gradually improved. Medical + industry, hospital + factory, doctor + engineer and other multi-dimensional collaborative innovation modes of medical industry have been preliminarily established, health medical services have developed rapidly, and new business forms such as telemedicine, mobile medicine, intelligent medicine, precision medicine and traditional Chinese medicine have been innovated and developed in an all-round way.

Fifth, the brand influence has been significantly improved. The product recognition, brand reputation and international influence of medical equipment have increased rapidly, and their position in the global industrial division and value chain has been greatly improved. 6-8 enterprises have ranked among the top 50 in the global medical device industry.

Overall, although the goal of the plan is very challenging, it is inevitable and feasible for industrial development. The establishment of the objectives of the plan is an inevitable requirement for implementing the tasks deployed by the Party Central Committee and the State Council in the new development stage, new development concept and new development pattern, for meeting the people's growing health needs, and for adapting to the profound changes in the international development environment, It is also the inevitable vision expected based on a series of achievements made during the 13th Five Year Plan period.

5、 Main tasks and measures of the plan

The plan focuses on the growing medical and health needs of the people, clinical needs and health security, and puts forward the promotion idea of "7556", that is, around 7 key areas, deploy 5 key tasks, implement 5 special actions and take 6 safeguard measures to promote the realization of the development goal of the medical equipment industry.

7 key areas: including diagnosis and testing equipment, treatment equipment, monitoring and life support equipment, TCM diagnosis and treatment equipment, maternal and child health equipment, health care and rehabilitation equipment and active implant intervention equipment, which basically covers the needs of the whole population for all-round life-cycle medical and health service equipment from prevention, diagnosis, treatment to health, care and maintenance.

Five key tasks: first, promote cross-border integration and improve technological innovation capability. Give full play to the large industrial advantages of China's perfect manufacturing system, promote the integration and innovation of medical equipment and intelligent manufacturing, new generation information technology, new materials, biotechnology and other fields, supplement the short board and forge the long board, connect the whole industrial chain, consolidate the industrial foundation and build the ability of sustainable innovation and development. Second, strengthen medical and industrial cooperation and improve effective supply capacity. Strengthen demand traction, deepen supply side structural reform, build a medical enterprise cooperation platform, improve the medical equipment product innovation system, and quickly improve the supply capacity of safe, effective, advanced and high-quality medical equipment products. Third, strengthen brand building and enhance international competitiveness. With quality improvement as the core and brand cultivation as the focus, take multiple measures at the same time, strive to build advantageous enterprises in the industrial chain, establish a good ecology for the financing and development of large, medium, small and micro enterprises, stimulate the innovation vitality of the industry, and enhance the ability of global resource integration and core technology control. Fourth, cultivate new models and new business formats, and improve the all-round service ability. 6、 Implementation of the plan

In order to promote the implementation of the plan, the next step will focus on three aspects:
